The phone number
The single biggest factor. A clean, fresh number that you can verify right now sails through; a recycled or already-registered one is where most failures start.
Facebook account and Meta Business Portfolio
Meta weighs the trust of the accounts behind the request. Older, verified, properly secured accounts are treated as more credible than brand-new ones.
Business details and documents
Meta cross-checks what you enter against documents and your public footprint. Consistency matters more than volume.
Payment method and billing
WhatsApp conversations are billed through Meta. A working card on file avoids payment blocks, and card type matters.
Red flags
Tick only what applies. Each one lowers the score, and the most serious also cap the maximum possible result until fixed.
Built from Meta's published requirements and what usually decides approvals
OTP access is mandatory. A fresh number with no WhatsApp history scores most. One released from another provider scores partly; one still live elsewhere loses points and is capped.
Meta trusts aged, verified, secured accounts. Without full control of the portfolio, the score is capped.
GST, legal name, address, website and the display name are cross-checked. Matching everywhere is the goal.
A Visa or Mastercard with international, online and recurring payments enabled, enough limit and a working OTP avoids billing declines.
Common causes of failure, in practice
- Payment declines: the card is blocked for international or recurring charges, is prepaid or virtual, has a low limit, or the bank's OTP prompt is missed. Debit cards fail more often than credit cards.
- Number still tied to the app: the number is still live on the WhatsApp or Business app, or has a forgotten two-step PIN.
- Provider conflict: the number is live on another BSP, or was released only recently. Allow time after removal.
- Verification rejections: business name, address or website do not match the documents, or the display name is generic.
- Weak or restricted accounts: brand-new profile or portfolio, no two-factor authentication, or a past policy restriction.
This is a guidance estimate, not Meta's own formula. Meta does not publish its approval scoring and makes the final decision on every number. A high score improves your odds; it does not guarantee approval.
Stop after two failed registration attempts
If registration fails, read the exact error before trying again. Repeated attempts with the same number and unchanged details rarely help and can slow things down. After two failures, stop, fix what the score list above points to, or contact support.
If the number is with another provider, confirm the release or migration process before connecting it here.
